MISSING TEEN: Have You Seen Sarah Le Claire-Minns

Police are appealing for public information to find a teenage girl missing from the state’s northern region.  Sarah Le Claire-Minns, aged 14, was last seen leaving a home on Kingfisher Avenue, Glenreagh on Thursday 15 April 2021.  Officers from Coffs Harbour Police District were notified and commenced inquiries into her whereabouts.  Police and family have concerns for Sarah’s welfare due to her age. Sarah is described as being of Aboriginal/Torres Straight Islander appearance, about 150cm tall, of slim build, with brown hair and brown eyes. She was last seen wearing black trackpants and black hooded jumper. She is known to use the rail network and possible in the Coffs Harbour, Grafton, Taree or Wagga Wagga area. Police are urging anyone with information about Sarah’s whereabouts to contact Crime Stoppers on 1800 333 000.

COUNCIL UPDATE: Mick Raby Confirms Roundabout Work Now to Start in July 2021

RESPONSE FROM MICK RABY: The short answer to your question is that this project is being rescheduled for a July 2021 start date. I have attached a drawing for anyone who is interested. You might put it out on Facebook. As a rule Council obviously plans to deliver as many Capital Projects each year as we have people to design and build them. In any ‘normal’ year we go pretty well against that target. However the Combine/Azalea project obviously falls outside of that target so I feel I should provide some reasoning for that outcome. The reason behind the rescheduling of the project (and some other projects which have also been rescheduled for the same reasons) is that the past 12 months have proved to be, to put it politely, a ‘most challenging time’ for the delivery teams at Council. Disaster recovery efforts from both the 2019 bushfires and the February 2020 flood (which actually caused more damage than the bushfires) were both still underway during the first financial quarter (Jul-Sept 20) of the current delivery year. Approximately $5m-$6m in State and Federal disaster recovery funding was ultimately, and gratefully, accessed by the Coffs community (a sincere thank you to both Gurmesh Singh and Pat Conaghan for their efforts in that regard). But at the same time a significant level of Council’s internal delivery resources were naturally redirected and expended on completing that important work and were therefore not available for the planned capital program works (projects such as Combine/Azalea Roundabout for example) for a significant period of the first quarter this year. To add to that, almost 60% of available work days between July 2020 and February 2021 were rain-affected which of course slowed down most of our civil work projects. In the same period there have been another three Natural Disaster Declarations for floods within the Coffs LGA - 19th Dec 2020; 23rd Feb 2021; and 10th Mar 2021, which consumed more of our delivery resources which again had to, quite naturally, be redeployed for the more urgent disaster recovery works. The good news is that all of that work, with the exception of the most recent Corindi/Sherwood Creek event, has now been completed. The bad news is that some projects had to slide off the program. In summary, the delivery of the planned 20/21 capital works program was ‘somewhat compromised’ and as a consequence the delivery of the Azalea/Combine Roundabout will start three months after its due date.

TRANSCRIPT: You may remember a couple of months ago, we raised concerns over Federal Funding for a round about that was announced in February 2020. It was for the intersection of Combine St and Azalea Avenue. Pat Conaghan, Michael McCormack and the Mayor were at the announcement. The Deputy PM clearly pointed out the work would be undertaken by Council. A year on, and with no progress on the project visible, I reached out to Council and to Pat Conaghan. While I am actually still waiting back on a response from Council, I did get their response from the GM Steve McGrath to Pat Conaghan when he too raised questions on the timeline. In the letter from Steve McGrath dated February 23, Mr McGrath stated that: “The timeframes are as follows: Combine St/Azalea Avenue – to commence 13 April 2021, expected completion by 18 May 2021. Please note the above dates are subject to weather conditions”. Now, as we are now at Monday the 19th April, a week after the date our GM stated the construction would begin, yesterday I reached out to the Council asking them to confirm the following: Why has the construction not started on the 13 April (considering there have been no weather issues to stop the work from proceeding)? What will be the new timeframe for the construction and completion of the work? I also copied in the Councillors and the Federal Member for transparency. So far Keith Rhoades and Sally Townley let me know they as a councillor have not been kept in the loop with this one. I also let them know I would be discussing with you that I have sent correspondence to Coffs Harbour City Council, and that I hope to have the response for you, our listeners on tomorrow’s program.

STATEMENT FROM COFFS HARBOUR CITY COUNCIL: Council can advise that the current lease expired in December 2020 and at the time the tenant was given formal notice of the expiration of the tenancy as per Council’s requirements under the Retail Leases Act. The tenant was advised that the Council would be undertaking a competitive expressions of interest process through an external independent agency for a new three year lease of the facility. The expression of interest opened on 12 February 2021 and closed on 17 March 2021 and at the end of the period, 7 expressions of interest had been received, these were shortlisted to 3 who were interviewed. On 31 March 2021 all applicants were advised of the outcome. The choice of the successful applicant was unanimous across the panel. The successful applicant is Mr Jonathon Oates, who runs the Hub Café in Sawtell and Woolgoolga as well as the Hub Kiosk at the CEX International Stadium. Mr Oates is due to commence at the Jetty Foreshores on 21 May 2021.
